GENERAL RESPONSIBILITIES


Ensure that Action Against Hunger improve the working relations and networking with local authorities and that the mission, mandate and programs of the organization are properly communicated to relevant stakeholders in the intervention area (Bekaa Valley).
He/She is responsible for ongoing liaison with national stakeholders ensuring that program activities are communicated in an effective and efficient manner across all local actors as well as to the international community, when necessary. The position holder is also responsible, for the organization of events and meetings and efficient management of project documentation.

 KNOWLEDGE, EXPERIENCE AND SKILLS
 

  • At least 3 years’ experience in the humanitarian sector and/or in public institutions
  • Strong ability to manage and successfully conduct negotiations at different levels
  • Good analytical skills
  • Problem solving skills
     

DETAILED OBJECTIVES AND TASKS
 
Objective 1 :  Represent and liaise with authorities, Municipalities, NGOs, local partners, other relevant stakeholders

  • developing, maintaining  and/or reinforcing a network with different representatives from local institutions and the respective administrative services being the focal point for resolving problems/programmatic/operational and administrative issues with local stakeholders with the support of the Head of Base
     
  • translating, deposing, following and obtaining legal administrative documents related to the implementation of programs in collaboration with the different technical departments
     
  • follow up on MoUs with Municipalities, local partners (other NGOs)
    participate to official meetings when requested and meet regularly key interlocutors
     
  • track and effectively organize all project documentation

Objective 2 : Coordinate, within the base, the administrative and program issues with the local authorities

  • anticipating and informing the Head of Base (and the Country Director/Deputy Country Director) in case of a major change in administrative procedures (authorizations etc.) and of major concerns related to program implementation
     
  • monitoring and following up issues in terms of relations with institutional actors (Bekaa Municipalities) and administrative bodies
     
  • briefing new expatriates and other relevant staff on authorities/local institutions and local/political environment

Objective 3 : Maintaining professional relations and sound collaboration with technical departments and team members

  • consulting other departments at Action Against Hunger Lebanon as needed, then implement solutions based on knowledge of programs and procedures, logic, and sound judgment in collaboration with the Head of Base
     
  • initiating contact with staff in other departments to exchange detailed, substantive information and coordinating external relations and actions necessary to achieve the work goals set
     
  • press monitoring on a daily basis
     
  • performing any other duties as required

 

Objective 4 - Security
 

  • Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.
     
  • Communicate to the security managers of the working location any security related information or noncompliance with the security plan.
     

Objective 5 - Support humanitarian activities of Action Against Hunger

  • Support the emergency interventions of the organization as per the employee’s abilities.
     
  • Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities.
     
  • Promote gender equality within the humanitarian and/or development work
