LEBANON- CONSORTIUM INFORMATION MANAGEMENT PROJECT MANAGER LIRA (LEBANON INTEGRATED RESPONSE APPROACH) – BEYROUTH

ABOUT THE MISSION:

The European Commission Humanitarian Aid and Civil Protection (ECHO) has launched a call for the Syria Regional Crisis Humanitarian Implementation Plan (HIP) for 2018. Solidarités International (SI) is in the process of applying under this call, together with Action Against Hunger (ACF), the Danish Refugee Council (DRC), the Civil Volunteer Group (GVC) and The Norwegian Refugee Council (NRC).

ACF, DRC, GVC, NRC and SI are looking to form a new consortium to undertake the Lebanon Integrated Response Approach project, which aims to rapidly assess and respond to acute and urgent needs arising from sudden shocks and deterioration of emergency indicators, through a comprehensive and coordinated approach.

SI, which has been present in Lebanon since 2013, will be the Consortium’s lead agency. The consortium will be key for SI at Institutional and Country level since:

– It is part of the 2018 – 2022 SI’s strategy

– It will reposition SI as a key actor on RRM and evidence-based approach at Global level

– This consortium aims at a new mechanism and programmatic approach in Lebanon with high expectations from ECHO Lebanon, it will thus reinforce SI’s experience/recognition in term of early warning system, Rapid/ Emergency/resilience integrated responses, evidence-based and advocacy

– This consortium present a strong Information management and data analysis component, in line with SI’s evidence-based strategic axis

– The consortium is expected to benefit from a 15 to 20 million Euros funding for 12 months and should be a multiyear project

ABOUT THE JOB:

This position will be hosted by the lead agency, SI, which has been present in Lebanon since 2013.

Under the supervision of the Consortium Head of Programs (HoP), the Consortium Information Management Project Manager (CIM PM) position will be responsible for:

  • Identifying at national level available information, tools and mechanisms relevant to RRM, Integrated Multi-Sectorial Response (IMSR) & Advocacy programing needs & strategy
  • Animating Consortium IM Taskforces with partners & proposing, within the framework of the RRM, IMSR & Advocacy strategy and in coordination with the consortium HoP, an IM & Analysis strategy
  • Closely coordinating with the Consortium and with relevant external stakeholders on IM matters
  • Conceptualizing and designing the scope of intervention of an IM consultant to strengthen the existing IM consortium tools & mechanisms, and develop the consortium’s IM platform(s).
  • Supervising of the consultant according to the scope and deliverables expected and defined
  • Representing SI and the RRM/ESMR consortium on IM matters in all relevant meetings
  • Supervising the team under her/his responsibility
  • Supporting the Consortium HoP and the Chief of Party (CoP) to develop an evidence-based advocacy strategy supported through IM analysis

The CIM PM will work in close cooperation with the consortium team and the partners’ IM focal points, in order to ensure an in-depth knowledge of the specificities of the programs conducted.

The CIM PM supports the implementation of a new, innovative and complex project which will operate on a national scale, to ensure a standardized, coordinated and timely response to acute and urgent needs of the affected population. Overall, the CIM PM will develop and implement the consortium’s Information Management & analysis strategy in line with the identified consortium’s needs, and in close collaboration with its members, to better understand the needs of vulnerable populations, prioritize humanitarian intervention, and strengthen evidence-based advocacy for a better response.

Management:

  • Reporting to : consortium Head of Programs
  • Staff directly reporting to the position: IM&A consultant, IM&A team to be defined during the first stage of the implementation phase

Staffs functionally reporting to the position: partners’ IM focal points

RESPONSIBILITIES:

Assessment:

  • Identify, in coordination with the HoP and Consortium technical coordinators, consortium’s needs in terms of tools and processes to collect, control and analyze relevant data
  • Identify at national level available information and mechanisms able to allow and support RRM, IMSR and Advocacy programing

Information Management System:

  • Conceptualize and design the scope of intervention of an IM consultant to assess consortium’s needs, its partners’ existing IM platforms and related tools, and their structuration and potential development to answer the identified needs. The IM consultant shall as well provide recommendations in terms of budget & set-up, including human resources
  • Supervise the consultant according to the scope and deliverables expected and defined
  • Analyze and disseminate information to reinforce needs evidence-based advocacy & programming approach and internal / external communication

Capacity Building & Support:

  • Lead through her/his team the capacity building plan, guidance documentation and technical support to all consortium staffs as needed on all Information Management tools, systems and processes;
  • Provide mentorship and support within the consortium on IM and IM solutions

Coordination and representation:

  • Identify existing sources of information, key informants inside and outside the consortium, and establish information sharing MoU and protocols
  • Maintain active and positive collaboration with such partners and remain up to date on the changes that may affect the consortium
  • Closely coordinate with the consortium and with relevant stakeholders on IM matters
  • Represent the RRM/IMSR consortium on IM matters in all relevant meetings

Deliverables:

  • Assessment & analysis of consortium needs in terms of data and IM system
  • Assessment, analysis of available and missing data and recommendations to support the RRM, IMSR & advocacy consortium strategy in relation to IM&A
  • Assessment & analysis of the existing community-based analysis tool available at consortium level and subsequent recommendations
  • Concept and design of an IM&A system/platform for the consortium, and recommendations in term of budget & set-up, including human resources
  • Established data sharing MoU and protocols with key stakeholders
  • Established and implemented IM capacity building plan at consortium level

YOUR PROFILE :

Education:

  • Essential: Master degree in IT, or Engineering or Business Solutions. A first level university degree in combination with 10 additional years of qualifying experience may be acceptable in lieu of the advanced university degree ;

Experience:

  • Essential: At least 5 years of relevant working experience in the field of Data Architecture and Data Management System implementation and development ;
  • Essential: Proven experience in the design and installation of a cost-efficient IM system
  • Essential: Experience in auditing IM system, sources of information, database and documenting the findings
  • Essential: Experience in developing Data Visualization tools / dashboard
  • Essential: Proven experience in assessing, designing, implementing and monitoring IM project
  • Desirable: Previous work experience in response to the Syrian Crisis
  • Desirable: Previous work experience in response in the Middle East

Technical skills and knowledge:

  • Essential: Ability to represent the RRM Consortium at a strategic level and engage and influence key stakeholders at national level
  • Essential: Capacity to provide leadership and be a unifying force;
  • Essential: Excellent technical expertise in statistics
  • Essential: Excellent skills in designing and managing tools for entering, compiling and pre-analyzing data, and an understanding of database issues
  • Essential: Awareness and knowledge of ethical issues related to data management and protection

  • Commitment to excellence / Problem analysis capacities and appropriate & transparent decision making;

LIVING CONDITIONS AND SECURITY :

Living conditions :

In Beirut, the guesthouses and the office are located in the same block, in new buildings in Sodeco neighbourhood, close by the French Embassy. The guesthouses total 9 bedrooms used by the coordination team based in Beirut and visitors from bases. A hotel is located nearby as well if needed. The buildings have a generator and Wi-Fi is available at SI premises.

Beirut is a very modern city, where you can find all kind of restaurants, shops, international libraries, bars, night clubs, cinemas, etc. Lebanon offers multiple occasions for moving around in the weekends.

Security:

The political and security situation in Lebanon is complex and volatile. Reflective of divisions within Lebanese society, the situation of Syrian refugees is becoming increasingly precarious. There is currently no curfew in place on the Lebanon mission and international staff can move around without too many restrictions even though Akkar and Beqaa valley are areas with restriction of movements. The security measures in place could be upgraded depending on the context evolution.

SI WILL OFFER YOU:

A salaried post: according to experience from 2400 euros gross per month, plus 10% annual leave allowance paid monthly and a monthly per diem of 750 USD.

Vacation: during the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).

Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
