GENERAL RESPONSIBILITIES

The position’s main objective will provide support in the analysis the FSL humanitarian context in the area and Action Against Hunger response strategy at a both national and Regional area, focusing in the implementation of the FSL projects and liaising with donors and partners when required in support to the FSL Coordinator.
 

DETAILED OBJECTIVES AND TASKS

 

Objective 1 : To support timely and quality implementation of FSL projects supporting both Bekaa and South base 
 

  • In coordination with the FSL Co, Head of Bases and FSL PM, to support in the design of the macro Programme Cycle Management tools, including: monitoring, Indicators MoVs, Activity Progress Reports, Budget follow Up, Project Procurement Plans, to ensure quality and timely implementation of the interventions;
  • To supervise a work plan for each project, in coordination with the project team and make sure that the program activities are implemented in respect to the work plan;
  • To ensure monitoring and evaluation plan of the program is effective and functioning both for direct and indirect results of the projects;
  • To provide guidance to the project teams in weekly planning of activities (input distribution, trainings, set up, maintenance, monitoring, reporting, etc.) and to ensure these plans are in line with project workplan;
  • To support timely procurement of goods and services for the programme and accurate, regularly updated, budget follow-up and forecast, in close coordination with the Logistics and Admin department;
  • To support FSL PM and HoB in technical project reporting including Activity Progress Reports, interim and final reports.
  • To provide verbal and written reports to direct and functional managers on the agreed frequency.

 

Objective 2 : To contribute to the comprehension and support to the implementation of food security and Livelihoods strategy at a National level supporting both Bekaa and South bases 

 

  • Collect and evaluate information on food security and the living conditions of the populations
  • Identify the needs of the most vulnerable populations
  • Identify the needs of the vulnerable local population and propose how to meet these needs at a both regional and national level
  • Actively coordinate with other agencies implementing food security and livelihoods projects
  • Support in the drafting of both FSL reports to donors and new proposals coordinating the field staff inputs and ensuring that are meeting the quality required
  • Supporting in represent Action Against Hunger in regional working group meetings in line with Action Against Hunger Lebanon Strategy and under the supervision of Food Security and Livelihoods Coordinator
  • Support in represent Action Against Hunger in food security and livelihoods meetings with national NGOs, national institutions and international organizations under the guidance of Food Security and Livelihoods Coordinator

 

Objective 3 : Security
 

  • Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.
  • Communicate to the security managers of the working location any security related information or noncompliance with the security plan

  • Objective 5: Support humanitarian activities of Action Against Hunger

  • Support the emergency interventions of the organization as per the employee’s abilities.

  • Bachelor’s degree in humanitarian action or any related field, with special focus on Programme Cycle Management
  • Agriculture/Livestock, value chains, market analysis, cash based interventions and humanitarian operations (mainly from the food security perspective), food security and livelihoods
  • Good understanding of the country context, good context analysis skills
  • 3-year experience working in programme management / technical advisory position in humanitarian and development organizations, previous experience with Food Security and Livelihoods is a must.
